My understanding of this is it simply has to do with the case of Stateor Local Agencies needing to run through someone's private propertywith a roadway or utility easement so it could become a publicright-of-way for the expansion or addition of a street plan or utilityroute map for a new or existing residential subdivision, but not inthe case of the State Highway System.
In the case of the Evergreen Avenue Sidewalk Plans, there's nodescription of fences being moved in the plans to achive the newsidewalk installation.
The sidewalk addition is noted on the proposed plans to be in theright-of-way within the county easement.
