Evergreen Ave resident Diane Mamura concerning the current status of
the the lingering "Evergreen Sidewalk Saga" that's been going on here
in Homestead since July 2010. This is just to keep everybody in the
loop...it's still going on.

If any residents have some new idea's about what should be done to the

At the present time there is no new information that I can offer. I have
previously shared my perspective with the community and the DPW.

DPW will need to re-submit the grant request to the State to get
permission for the narrower sidewalk. In addition, I am trying to get
the Marin Board of supervisors to adopt a policy that would accommodate
a different color of ADA warning device in the sidewalks at
intersections.

I believe that it will be a few months before answers to these questions
arrive. Once the information is in, I will notify the community of the
results through Homestead Headlines.

Hello Supervisor Kinsey,

I have received a response concerning the Evergreen Avenue Sidewalk

Plans Currently Pending and have fowarded the message to my groups

list of Homestead Residents.

I would like to thank you for the update through that email on what

your position is and what you are doing to help meet the concerns of

the Evergreen Avenue and neighboring Homestead residents about the

status of the plans, your suggestions for coloring the concrete and

earth tone friendly ramps to blend in with the semi rural character of

the neighborhood, obtaining a written document that clarifies the

source of maintenance funding, and for specifically asking the State

to modify the grant requirements so that the final plan is more

appropriate for the character of the neighborhood.

At this time, I have to disagree with your views about comparing this

street to the Golden Gate Bridge lanes and to other non conforming

streets in Marin when it comes to an "improvement" that would be

intended for our street with the current plans implemented.

Evergreen Avenue is a main thoroughfare in and out of the neighborhood

valley area due to it's current road width, therefore, I agree with

many of the residents in the area that the plans for a sidewalk on

this street should reflect the streets overall positive road

characteristics and aesthetics.

I have some questions that I would like to ask on behalf of the

general Homestead residents who would be using Evergreen Avenue on a

daily basis concerning road safety for motor vehicles, bicycling, and

wheelchair access in particular.

These questions are based on the proposed functionality of the street

after the currently planned sidewalk would be installed:

1). On being assured by DPW that there is sufficient right-of-way

width to accommodate two safe traffic lanes as well as the proposed

sidewalk, does that include the Safe Routes To School requirements for

school students who would be using Evergreen Avenue as a designated

route to bicycle on the street and sharing the road with motor

vehicles?

2). The county easement for the road is currently substandard at

certain sections to the right-of-way in conjunction with what's on

record as being 50 feet in width along the adjacent properties

fronting the roadway from north to south. Therefore, wouldn't an

entire survey of the street (including the north side of county

roadway easement of Evergreen Avenue) and a "road feasibility study"

be able to show that at these substandard sections of the street (due

to property line encroachments, erosion, etc..,) would be a concern

for bicyclists sharing the road with motor vehicles at these

particular points of the roadway with the addition of the 5 foot

sidewalk?

3). The current plans propose a 5 foot wide sidewalk along the south

side of the street, which was reduced 1 foot from the first proposal

of a 6 foot wide sidewalk on the entire lenght of Evergreen Ave and

section of Melrose. Does the current plan allocate for the sidewalk to

be used by the students bicycling to school? If so, is this proposed

sidewalk going to be built and used as a "multi-use pathway?"

[Note: My understanding of a "multi-use pathway" is that they are

usually approximately 10 wide and meant for the use of pedestrians,

bicyclists and other non motorized means all simultaneously sharing

the pathway].

4). Another question I have is concerning wheelchair access on the

north side of the street. When the sidewalk is installed, it will make

the current roadway width narrower. Therefore, wouldn't that cause a

potental hazard for the use of wheelchair access on the north side of

the street, being that there is only one ADA compliant sidewalk to be

built on Evergreen Avenue (limiting all wheelchair access to only one

side of the street)?

Supervisor Kinsey, wouldn't it be more of a complete "street

improvement" on Evergreen Avenue if the current SRTS requirement for a

5 foot wide sidewalk was reduced to 4 feet wide (particularly in these

substandard sections of the street) in order for a "shoulder"

approximately 4 feet wide to be utilized on the north side for the

ensured safety of bicyclists and wheelchair accesss along with general

motor vehicles traveling on this street (avoiding an accident with

another vehicle traveling in the other direction) while trying to

safely pass a bicyclist of wheelchair on the north side of the street?

By reducing the current sidewalk planned to a 4 foot wide

(particularly at the non conforming sections), and with a delineated

shoulder on the north side for a " safety buffer from the vehicles in

the northbound lane," would develope the entire street and accommodate

the safe travel of all who travel this street, while saving all on

street parking and keeping the project within budget, in my estimation

as a building tradesman for the last 20 years. (The road road

feasibility study would also determine if center dots need to be

installed). [I personally think that this would cause a traffic

calming effect with these concepts implemented].

This is only my view and estimation as a concerned resident (currently

in the building trade field) on Evergreen Avenue.

The DPW would have to engineer this concept by figuring if the parking

could be saved on the north side of the street, without the

requirement of losing parking spaces. One suggestion would be to clear

vegetation currently obstructing the shoulder areas of the road on the

north side, and require the owners on Evergreen Avenue with fences

encroaching onto the county easement...to move their fences back to

the surveyed property lines (only if neccessary to ensure sufficient

room for the north side of the street parking). [In my estimation,

there's only a few fences that would have to be moved back

approximately 1 foot each depending on the if it is determained that

there needs to be additional room for parked cars besides the required

8 foot in width].

I apologize for the complexity in the questions that I have concerning

this project,, but I feel that these questions are crucial in

determining the safest possible plan for a general safe route to

school for childern, Evergreen Ave residents, and neighboring

Homestead residents who use this street frequently.

I look foward to your response and thank you again for your

continueous efforts in addressing the concerns of the Homestead

residents about this project.

Since July of last year, I've been working to raise awareness, share
information, propose concepts to DPW and Homestead residents, and work
with other "neighborhood watch groups" in Homestead on what would be
the best conclusion to this "Evergreen Avenue Sidewalk Saga" that
proceeds to enter a new chapter in our new year with what seems to be
a continuing "Curtain of Silence from the Department Of Public Works
and other ajencies involved in this project."
Last August, after recieving no responses to emails I sent to the
County and also meeting with DPW engineers to discuss my concerns
about the project, I was left with the conclusion of PETITIONING THE 6
FOOT WIDE SIDEWALK that was in the planning process against the will
of over 90 Homestead Valley residents who signed it....BASICALLY
STATING THAT THE PROPOSED SIDEWALK WAS "TOO WIDE FOR THE STREET." I
still have lingering questions about the project from the many emails
sent to the County that were never answered.
As this January comes to a close from the previous year in July since
this was first proposed, alot of residents feel that at this time,
they are being left "out of the loop" in the planning process, as they
felt it was done without proper timely notice in the beginning of this
projects first proposal to the community, I THINK NOW IS THE TIME TO
START THE PROCESS WITH ALL RESIDENTS CONCERNS TAKEN INTO ACCOUNT,
BEING THAT A 1 YEAR EXTENSION WAS GRANTED BY THE STATE FOR THE
PROJECT!
I'm feeling that at this particular time we are basically "AT A NEW
START, BUT BACK TO WHERE WE STARTED WITH THE SAME OLD SILENCE
TREATMENT AS TO WHEN THIS ALL STARTED!"
Marin Horizon School initiated the project; HVCA referred the project
along with other County agencies; and DPW designed the original
sidewalk plan.
To me, it's perfectly understandable that as time goes
on...improvements need to be made to meet to current demands, but I
also feel that it's not acceptable to ignore the concerns of the
residents who will be paying for the impacts of projects like this in
their neighborhood, in one way or the other. In this case, it seems
that way to me so far in the overall process of this project to date.
Some of the questions I have are:
Is the Department Of Public Works considering an alternate design for
the CURRENT (reduced in width) Plans For A 5 Foot Wide Concrete
Sidewalk To Be Installed On Evergreen Avenue In Homestead Valley, to
meet some of these residents concerns?
What official road feasibility study that currently exists shows that
a 5 foot wide sidewalk on the south side of Evergreen Avenue is the
best design for the current proposal, and that this information should
be implemented in the planning process as this project proceeds?
What was that reduction in proposed sidewalk width based on? Was it
based on data gathered and refigured from a new road feasibility study
report showing a need in road width increase contingent to traffic
frequency, road characteristics, safety concerns for bicyclists and
wheelchair access of the north side of the road (as I brought to
attention at past meetings), or was it just something DPW did to say
that they addressed the residents overall concerns about the original
6 foot wide sidewalk?
How much feedback does DPW need from residents of Homestead to
consider an alternate plan to the current design, which is virtually
the same as the original plan, that was obviously not the proper
design for Evergreen Avenues substandard easement? (I'm figuring that
was evident with the necessary reduction in the previous width of
sidewalk).
Did we really get anything accomplished at the last DPW Public Meeting
for the Evergreen Avenue Sidewalk Plans? The only thing I felt was
accomplished was the 1 year extension was granted from the State for
the SR2S Grant.
Now that the extension was granted, we should be at a timely starting
point of this project to incorporate all concerns of residents about
this project into the beginning planning process and through the
advanced designing stages. As reasonalble and responsable residents,
we deserve some action to be taken on securing the proper plans for
one of the main thoughfares to and from the valley.
Before the official reduction in sidewalk width was done late last
year, I was told by a DPW engineer that the Safe Routes To School
minimum is currently a 5 foot wide sidewalk...but what happens when it
turns out that a 5 foot wide sidewalk is still too wide for the
overall aesthetics of the street (particularly in certain portions of
the street)?
THAT'S WHY I SENT AN EMAIL TO DPW LAST NOVEMBER ASKING FOR A "FULL
SCALE MOCK-UP" TO BE DONE, TO LET THE RESIDENTS KNOW WHAT WOULD BE
SOME OF THE IMPLEMENTATIONS FROM THIS PROPOSAL!
The 1 year extension that the SRTS granted for the Evergreen Avenue
Sidewalk Plans is the best opportunity for planners and engineers of
DPW to gather the concerns of the residents and to reassess Evergreen
Avenues capibilities in aesthetics to accommodate a proposal of a
sidewalk, or it is even feasible.
Last August, I sent DPW a rough sketch of a proposed concept that
could serve as an "alternate design to explore," in hopes to help in
the process of meeting the concerns and demands of Evergreen Avenue
and Homestead residents who use this street daily, and who have
expectations from the "Road Improvements Currently Planned to One of
Our Main Thoroughfares In and Out of This Community!"
I feel that the only way we could get an honest and accurate expert
opinion and final report made on this matter of deciding "What To Do
About The Plans," is an official road feasibility study that should be
conducted by an outside firm with no further interest what so ever in
the proposal of a sidewalk on Evergreen Avenue.
FYI: I included an attachmant of the original "concept" I sent to DPW.
Please feel free to comment on this email to me or to the original
designated recipients.
After all...how would the County know what our concerns are if nobody
says anything?

Miller Avenue Plans Will Potentially Effect Evergreen Avenue and Planned Sidewalk

Hello County Representatives and Homestead Residents,

The new Miller Avenue Plan will potentially effect the Evergreen
Avenue Sidewalk Plans in the following way:

The Miller Avenue Plan calls for a "No Left Turn" at the current
intersection which is used regularly by Homestead residents and
visitors to commonly access via Evergreen Avenue to the Downtown and
other areas heading west on Miller.

With this change made to Miller Avenue at Evergreen Avenue, it would
change the flow of traffic, causing increase in traffic from Evergreen
Avenue's start at Miller (which would be turning left to Miller), now
redirected to Linden Lane to Montford, making the intersection of
Evergreen Avenue and Linden Lane nearly doubled in traffic volume at
this intersection as the new common route to westbound up Miller..

With the addition of the planned sidewalk to be constructed on
Evergreen Avenue, would narrow the turning radius even more than
currently existing at this intersection.

In some circumstances depending on the location of calls, emergency
response vehicles and other large commercial vehicles would be forced
to use the substandardly narrow Linden Lane, with the proposed reduced
in width turn at this intersection at Evergreen Avenue to accomodate
the new sidewalk.

Evergreen Avenue is currently the prefered route to Miller Avenue from
Evergreen Avenue and currently one of the main thoroughfares serving
as a common route to the majority of the valley area.

As the homeowner at 117, I can tell you that you are wrong about one
thing. There has never been a driveway or garage on this property and
there is no space for one. It is a very small lot with a very small
house. 115 also has no garage, as it was converted to an apartment many
years ago. The house directly across the street from us (not sure the
number) has no garage, never had one, and no driveway. 113 has no
garage, never had one and has no space for one. Keith's house has no
garage and never had one and also has no space for one.
Parking is a critical issue on this end of Evergreen and any solution
that calls for it's elimination will just not fly.

Keith:

This might seem excessive, but considering the volume of rhetoric I
have received on the subject I am now compelled to throw in my own two
bits worth. Could you send this out with your next group mailing
since I don't have access to a Homestead e-mail list.

I see three problems and propose three solutions:

-First is the aesthetic problem of a suburban cement sidewalk. The
picture below is of the new crushed rock path on East Road connecting
Sausalito to Fort Baker/Cavallo Point. The same design would seem to
be very compatible with the character of Homestead Valley. The
sidewalk measures 4 feet wide (that includes the 6" cement curb). The
cable fence might help to define the right of way, protect homeowners
property fronts from abuse, and even encourage them to maintain their
own frontage between their property and the walkway. It also might be
unnecessary.
-Second is the logistical problem of the block (on the turn) between
Elm and Linden. The south side of Evergreen on the curve would simply
have to become a no-parking zone. Although that would seem to be
unfair to the homeowners affected, each of the houses on that side
actually has the space to accomodate one or two cars on its own
driveway or in undeveloped space in front of the house. A few of the
houses would need some work done. For example, the houses at #117 and
#139 have potential access to what at one time was driveway space in
front of a garage. The corner house (#101) has driveway access on Elm
to a structure that has been apparently converted to a living unit .
The un-numbered house currently being rennovated between 137 and 199
has no driveway, but there is space in front of the existing structure
for parking, even though it is not configured so at the moment. Funds
for necessary improvements should be made available from the project
budget.

-Third is the corner of Melrose and Evergreen, which will need at
least a well-marked crosswalk to the beginning of the walkway. One
big problem with the current intersection is that souteast corner
curves into a right turn, which only encourages faster right turns
(around a blind corner) by cars already going downhill on Melrose. A
curbed corner could be extended out from the property to give more
sidewalk room for pedestrians, to re-define the corner as a right
angle, and to in-effect slow traffic down. The curb space should be
taken from the street, not from the existing narrow frontage, and be
replaced by an equal widthth of street space added on the Volunteer
Park side. A Pedestrian sign could slow traffic even more and
eliminate the need for 3-way Stop signs at that corner. Speed bumps
are out of the question because they are a serious hazard to
bicyclists.

From what I can see, the rest of Evergreen is already configured for a
sidewalk, with a curb already in place for most of the straightaway.
The funding, of course, seems to come with lots of strings attached.
I am opposed to the proposal we have been given, but we do have a
problem with traffic and pedestrians, with or without Marin Horizon
School, and an appropriate solution seems worth considering.

Hello Homestead Valley Residents,
As a concerned resident of Homestead on Evergreen Avenue, I'm calling
on the possibility of a special election in our Homestead neighborhood
in Mill Valley, about the Proposed 5 Foot Wide Sidewalk Plans for
Evergreen Avenue!
While the DPW is taking the time to review all of the Homestead
residents emails voicing our concerns for the Evergreen Ave Sidewalk
Plans, I'm asking all of my Homestead Neighbors to cast your vote to
help DPW and County Representatives acknowledge that the majority of
residents who regularly or occasionally travel this street demand that
their concerns for safety be taken seriously in the case of the
pending plans to build a 5 foot wide sidewalk on Evergreen Ave and
Melrose to Marin Horizon School, or that perhaps the majority of the
residents have no concern over the future improvements to be made to
this street.
I'm asking for a simple "Yes" or "No" example:
"Yes, I truely feel any changes to Evergreen Avenue's current road
conditions such as the Plans to Build a 5 Foot Wide Sidewalk on this
street could potentially effect my safety traveling the road, whether
I'm driving a car, truck, motorcycle, walking, pushing a stroller,
running, walking the dog, bicycling, using a wheelchair, roller
skating, skateboarding, etc.., therefore, I demand that an official
vote from the Evergreen Avenue residents and Homestead neighbors be
conducted by the County, to see if this project should even be
considered as an option; or needs immediate special attention for
traffic studies to be conducted and alternative plan suggestions
reviewed because of these concerns; or is accepted for current plans
"as is" as long as it's proven to be a safe alternative for the
street.
Or:
"No, I would like to accept whatever DPW decides to do to the future
improvement of Evergreen Ave, therefore, I will not complain if the
current Evergreen Avenue Plans To Build a 5 Foot Wide Sidewalk along
the entire length of this street are implemented and cause potential
negative impacts that were brought to my attention by the Save
Evergreen Ave Group, and other active groups raising awareness in the
Homestead area.
This is your choice and opportunity to let the Representatives of the
County know that you truely care about your safety and others in a
simple "Yes" or "No" !
As a resident of Homestead Valley concerning the Evergreen Ave
Sidewalk Plans, my answer to Department Of Public Works and the County
Board Of Supervisors is:
______, I care. (fill in "yes" in blank if you are concerned
about the plans and request an official vote of concerned Homestead
residents)
______, I don't care. (fill in "no" if you don't care either way and
don't feel a vote is needed by residents)
Please send to the DPW and the County Representatives, and also send
me a copy so I can help tally the votes!
Your participation could make a huge difference to our community!
If you don't participate in this "vote" because you're undecided about
the plans, then choose "yes", because all it's asking the County to do
is conduct an official vote and outweigh the difference in residents
views for current plans pro sidewalk, alternative plans to be
implemented, or against sidewalk completely.
I feel this is the only way we can make it plain and clear that the
residents are concerned or they are not concerned about their very own
neighborhood street!
[Please note that through this "vote", this would be the first step in
the residents of Homestead Valley asking the County to conduct an
"official vote", possibly to be mailed or held as a special election
ballot measure for Homestead, specifically for the "Evergreen Avenue
Sidewalk Plan."]
