I'M REQUESTING ON BEHALF OF MYSELF AND THE CONCERNED RESIDENTS WHO
HAVE VOICED THEIR OPINIONS AND HAVE UNANSWERED QUESTIONS ABOUT THE
NEWLY PLANNED ROAD WIDTHS AT LAST THURSDAY NIGHT'S PRELIMILARY
CONSTRUCTION MEETING FOR THE EVERGREEN AVE SIDEWALK, HELD ON JUNE 7th
2012, THAT THE MARIN COUNTY DEPARTMENT OF PUBLIC WORKS WILL DELAY THE
START OF CONSTRUCTION IMMEDIATELY SCHEDULED FOR JUNE 11th 2012, UNTIL
THE DESCRIBED AREAS OF CONCERN THAT RESIDENTS SPOKE ABOUT AT THE
MEETING ARE ADDRESSED ON THE NEW STREET PLAN FOR EVERGREEN AVENUE.

I'M ASKING THAT THE MARIN COUNTY DEPARTMENT OF PUBLIC WORKS WILL ALLOW
THE RESIDENTS OF EVERGREEN AVE & IN THE HOMESTEAD VALLEY AREA WHO USE
THIS STREET ON A DAILY BASIS "A PROPER FULL SCALE MOCK-UP UTILIZING
CONES LINED WITH REFLECTORS MARKING THE CURRENT STREET DESIGN PLAN'S
DIMENSIONS ALL ALONG THE GROUND BEFORE THE START OF ANY CONSTRUCTION."

THIS ROAD APPARENTLY HAS NOT BEEN THOROUGHLY STUDIED BY THE TRAFFIC
ENGINEERS....THIS SHOULD HAVE BEEN DONE MONTHS BEFORE THE FINAL
MEETING & START OF CONSTRUCTION DATE FOR THE REDEVELOPMENT OF THIS
RESIDENTIAL STREET AND IT'S ROAD INTEGRITY.

I'M BASING THIS STATEMENT ON MY OWN FINDINGS WHEN UTILIZING THE
CURRENT SURVEY MARKS ON THE ROAD THAT DESIGNATE THE NEW STREET PLAN
LAYOUT.

BY PARKING MY CARS WITHIN THE PROPOSED DIMENSIONS OF THE FOG LINE AND
CURB AT VARIOUS SECTIONS OF THE STREET, I WITNESSED POTENTIAL NEGATIVE
IMPACTS WHEN OBSERVING THE MOVING VEHICLES IN THE TRAVEL LANES, WHICH
ARE TO BE REDUCED IN WIDTH FOR THE INSTALLATION OF A SIDEWALK ON THE
SOUTH SIDE OF EVERGREEN AVE. .

There should be a full mock-up performed of both the north & south
sides of the street from start to end locations of proposed new
sidewalk.

This should be a mock-up that is clearly understood by the residents,
designating the points of right away for vehicle travel lanes, off
street parking, & pedestrian right of way.

The residents need their concerns addressed by their DPW to assure
that when the current road is improved on the new street plan, that it
is fully a change best for all parties involved.

At this time, I feel that the residents of this street have little or
no representation about the concerns pending.

A Concerned Resident's Observation About The Planned Sidewalk Construction On Evergreen Avenue.

Fellow Homestead Residents & Travelers of Evergreen Avenue,

It's been a long haul since residents first heard of the County's
plans for a sidewalk to be built on our beloved semi rural Evergreen
Avenue in Homestead Valley.

After interviewing many residents of this area during circulating a
petition against it's initial design, I found that many were for the
proposal of a "sidewalk that wasn't so wide for the street.".

I also welcomed the idea of this additional improvement on our
street...But at the same time was concerned with the design process of
such a change to this street's aesthetics.

There's been many meetings attended to...but it seems the residents
who live in this area seem to be put on the back burner, as far as the
County's agenda is concerned about this project.

Last Thursday night at the "last minute pre-construction meeting" for
the new street plan for a 4.5 wide sidewalk on Evergreen Avenue, I
stated that the results I found of the so called mock-up (back of
sidewalk stakes and curb markers only in two locations & not visible
when driving on the road) show the road being pushed over to the north
side approx. 3 ft. starting from Evergreen Ave xs. Linden Lane to the
curve in road to xs. Ethel Ave. This is also true on the upper section
of Evergreen Ave near Volunteer Park.

This factor causes potential negative impacts in the roads
functionality in the new street plan verses the street left as is.

I've chalked marked the center of road and have driven these parts of
concern at night when parked cars line the edge of road and found this
to be so.

I've parked my cars within the proposed fogline marks and found
significant negative factors to be true within the proposed reduced
widths in the travel lanes when witnessing the performance of the
moving vehicles passing these areas.

Narrowing the street to mitigate cars from potentially speeding may or
may not work.
It shouldn't overpower the fact that narrowing the road in some parts
may cause other road hazards.

A road study from the traffic engineer should result in more 25 mph
signs posted and painted in these areas. This would be more of a
solution in my opinion.

I thought we were going to solve this problem when the sidewalk was
reduced in width from the original 6 ft. wide plan in 2010.

Old Mill School on Throckmorton Ave & Old Mill currently has 12ft.
wide lanes and 8 ft. compensated for off street parking right in front
of the school.

Why does Evergreen Ave need to be required 11 foot lanes from start to
finish without compensating for certain conditions in the road, such
as:
The street is not perfectly straight in the first place; There was
never a curb located at the section of Evergreen Ave between xs.
Linden Lane and Ethel Ave; nor was there one between xs. Melrose and
Scott.

The most potential areas for road safety hazards in the travel lanes
if reduced in width from the original street are:

The curve in road between Ethel Ave and Linden Lane;
Stop intersection at north side of Evergreen Ave & Linden Lane;
North side of street erosion from creek at Evergreen Ave near Volunteer Park.

My suggestion is to have the new sidewalk brought closer to the fence
lines approximately 2 to 3 feet at these areas to widen the road and
eliminate the potential hazards of making these areas worse.

I understand the fact that DPW incorporated in the new street plan the
design of a narrower road with 11 foot travel lanes throughout the
entire street length with intentions for a "traffic calming effect" on
potential speeding cars.

The fact is: FROM CROSS STREET'S SCOTT TO LINDEN LANE ON EVERGREEN
AVE, THERE ARE ALREADY TRAVEL LANES OF APPROX. 11 FT. WIDE WITH AN
EXISTING CURB AND WALKING PATH ON THE SOUTH SIDE.

I WITNESSED THAT THIS SECTION OF STREET DOSEN'T PREVENT CARS FROM
SPEEDING ON EVERGREEN AVE WITH CARS PARKED WITHIN THE NEW FOG LINE
DIMENSIONS OF THE NEW STREET PLAN!

I wished DPW would have allowed us a full mock-up of the road in the
first place when the sidewalk was first proposed so we could see the
impacts created from this new plan. It only makes sense to do this on
an existing street with no major past road hazard incidents, except
for the few fender benders that occured over 10 years ago at the
Linden Lane stop intersection on the north side of Evergreen Ave. This
intersection has always been an issue, maily because of turning from
Evergreen Ave onto Linden Lane which is such a narrow road.

I spoke about a number of these issues at the meeting trying to get
residents aware of the possible unforseen safety hazards that will
possibly occure in the road's integrity concerning motor vehicles,
bicyclists, pedestrians, & wheelchair use when changing an existing
street with characteristics as this one.

I thought that was what public input was about?

I'm not questioning our DPW's professionalism on designing a road like
this...it's just that the residents may know things that can be
helpful in lending a hand in the design process.

There's still pending issues with this new design for this street.

I wish the last meeting wasn't so close to the start of construction date.

WE HAVE TO TAKE TIME TO ADDRESS THESE ISSUES BEFORE ANY CONSTRUCTION IS STARTED!

Mock-Up Of Evergreen Avenues Proposed Sidewalk Set For Tuesday Afternoon

To all concerned Homestead residents,

I was notified that the Department Of Public Works will be performing
a mock-up of the proposed Evergreen Ave sidewalk's finish curb
locations, indicating the sense of what the new street plan travel
lanes will be like after the sidewalk's installed.

The mock-up would be done on Tuesday late afternoon: June 5.

Residents are encouraged to voice their concerns about the Evergreen
Avenue street plan on Thursday June 7, 2012 at 6 PM @ the Mill Valley
City Hall, City Hall Council Chambers, 26 Corte Medera Ave, Mill

Preconstruction Mock-Up Of Proposed Evergreen Ave Sidewalk In Homestead/Mill Valley.

As a resident for 16 years on Evergreen Ave and on behalf of many
concerned Homestead homeowners & residents who use this street on a
daily basis, I'm asking DPW to conduct a "Preconstruction Mock-Up At
Points Of Most Concern For Road Safety On Evergreen Avenue With The
Addition Of A Proposed 4.5 Concrete Sidewalk With Curb & Gutter."

This mock-up would show how the installation of a new sidewalk on the
south side of the street would possibly cause an impact on the road
safety for anyone that uses the road such as driving, bicycling, &
wheelchair use.

The mock up should be conducted prior to the final DPW sidewalk
preconstruction meeting scheduled on June 7th. Residents could express
their concerns about the proposed sidewalks possible impacts on the
street compared to the current state the street has been in for many
years with a perfect safety record for pedestrians not being in danger
of cars.

The mock-up would simply consist of chalk lines or cones placed on the
south side of the street representing the finish curb of the proposed
sidewalk at three points of most concern.

Those points of most concren are at: Evergreen Ave & Melrose (along
side Volunteer Park); Evergreen Ave & Linden Lane (across from the
north side of Evergreen Ave & Linden Lane intersection); & at the
curve in the road on Evergreen Ave heading northbound to Ethel Ave.

At these points with chalk lines or cones placed approximately 100 ft.
in length would be sufficient in giving the residents an idea of how
their street's travel lane safety will be impacted (whether positive
or negative).

I believe that this is something the residents deserve who use this
street consistently, to reassure them that this latest version of the
new street plan is best for our green semi rural neighborhood
thoroughfare.

At the upcoming meeting, I hope that we could resolve whatever issues
the residents may have after the mock-up of the new street plan before
Evergreen Avenue is changed forever.

At the present time there is no new information that I can offer. I have
previously shared my perspective with the community and the DPW.

DPW will need to re-submit the grant request to the State to get
permission for the narrower sidewalk. In addition, I am trying to get
the Marin Board of supervisors to adopt a policy that would accommodate
a different color of ADA warning device in the sidewalks at
intersections.

I believe that it will be a few months before answers to these questions
arrive. Once the information is in, I will notify the community of the
results through Homestead Headlines.
